Low- and middle-income country access
In keeping with our role as the UK's national academy of science, we are partners in a number of international schemes operated by the UN, WHO and INASP to make scientific journal articles available immediately and free of charge to the low- and middle-income countries listed below.
International partners
- INASP PERii: ensures low-and middle-income countries are part of international knowledge networks. Support is given to researchers to write, publish and communicate their research findings nationally and internationally, so their work can have maximum impact and they can take their place in the global research community. PERii and its partners aim to put research at the heart of development policy and strategy, to improve the lives of people in developing and emerging countries. This ensures that individuals can share what they have learned with colleagues and peers.
- HINARI Programme: set up by WHO together with major publishers, enables low-and middle-income countries to gain access to 1 of the world's largest collections of biomedical and health literature. More than 7,000 journal titles are now available to health institutions in 109 countries, areas and territories benefiting many thousands of health workers and researchers, and in turn, contributing to improved world health.
- Online Access to Research in the Environment (OARE): an international public-private consortium coordinated by the United Nations Environment Programme (UNEP), Yale University, and leading science and technology publishers enables developing countries to gain access to 1 of the world's largest collections of environmental science research.
- Access to Global Online Research in Agriculture (AGORA): a program to provide free or low cost access to major scientific journals in agriculture and related biological, environmental and social sciences to public institutions in developing countries. Led by the Food and Agriculture Organization of the United Nations, the goal of AGORA is to improve the quality and effectiveness of agricultural research, education and training in low-income countries, and in turn, to improve food security. Through AGORA, researchers, policy-makers, educators, students, technical workers and extension specialists have access to high-quality, relevant and timely agricultural information via the internet.
- EIFL: works with libraries worldwide to enable access to content and free article processing charges (APCs) for low and middle income countries. They are an international not-for-profit organisation based in Europe with a global network of publishing partners. Through negotiation with publishers, EIFL negotiates fair terms of use to increase access and equity to scholarly material which is essential for research and education.
