This is a summary of a report compiled by the National Academies Policy Advisory Group. The report examines the factors affecting the future research capability of the university system and concludes that the present university system will not be able to deliver what is being required of it. It recommends that Universities should retain a central role within the research base of the country. It is in the national interest to support research adequately even if this means decreasing the volume of research funded.
