The review should explore how best to provide leadership to the Council, and the relationship of the CST to the role of the Chief Scientific Adviser and his network of advisory committees. The CSTs terms of reference and its membership need to be expanded to enable it to advise on the social, economic and international contexts of S&T developments.

The Royal Society believes that there is a need for high level independent scientific advice on longer term issues, but does not believe that, as presently constituted, the Council for Science and Technology (CST) is best placed to provide this.
