The UK will only get the most from increases in public and private R&D investment if it has a sufficient volume of skilled people to absorb the uplifts in funding effectively.
This report explores the role of higher and intermediate level skills in growing absorptive capacity as well as the differences in skills supply and demand that exist both between and within UK regions. A coherent, holistic policy response is needed which supports all parts of the education system, in all parts of the country.
