Richard has a senior role at Mathematics in Education and Industry (MEI), an independent curriculum development body. He was a secondary mathematics teacher in Inner London from 1977, and a head of department from 1985 to 1989. He then joined the School Examinations and Assessment Council, where he was responsible for mathematics qualifications and the early development of National Curriculum Assessment in mathematics. Richard continued to work on the curriculum and qualifications at a national level for 17 years: during this time he chaired SCAA's Modularity Review Group, which led liaison between regulatory and awarding bodies at a critical time for the development of modular GCE examinations; was a member of the government's Numeracy Task Force, that designed the National Numeracy Strategy, in 1998 and 1999; and led the development of the 1999 version of the National Curriculum for Mathematics. He left the Qualifications and Curriculum Authority to join MEI in September 2006. Richard is a member of the Mathematical Association and the Institute of Mathematics and its Applications.
