Dearing Report: first submission

The Society commented on the diversification of the role of higher education the emphasis on lifelong learning and the development of high-level transferable skills. The difficulty in attracting the most able students to science and engineering studies in higher education and the underfunding of research and research infrastructure and the need to increase the selectivity of funding mechanisms for research are also discussed.
