This statement recommends that there should be a presumption that scientific advice to Government will be made openly available, unless it is demonstrably against the national interest to do so. The Government should make much more use of independent, external sources of advice. There must be more openness and a fuller involvement of the Chief Scientific Adviser in scientific issues within each Government Department.
